Burt Williams has over 39 years of experience in energy related management. Prior to serving as CEO and President of Rimrock Resource Operating, LLC, Burt was an Advisor to Post Oak Energy Capital in Houston, Texas and was Chief Executive Officer of White Stone Energy, LLC which he founded in 2001 to initially provide A&D advisory services to several US and Canadian clients. From 2005 to 2008, Burt suspended activities at White Stone to accept a role with Macquarie Group as CEO of Macquarie Longview Acquisitions, a Macquarie upstream investment vehicle. The assets acquired by Macquarie Longview were sold in May 2008 for a significant return on equity. Between 2009 and 2014 White Stone was engaged to manage four (4) companies on behalf of two (2) financial institutions, Macquarie Group and Brevet Capital. White Stone’s focus was on returning the four company’s assets to profitability and successfully designing an exit strategy which it successfully completed by the summer of 2014.
From 1991 to 2001, Burt was Director of Due Diligence and Business Development at Torch Energy Advisors, a leading energy industry asset manager and advisory firm. While at Torch, Burt led or participated in various projects resulting in the acquisition of over $1 billion in asset value covering multiple North American energy basins.
Burt began his career in 1981 in the Land Department of Texaco’s New Orleans office where his focus was S. Louisiana and the Gulf of Mexico.
Dallas Dobbs joined Rimrock Resource Operating, LLC with over 30 years of experience in the Energy sector, almost all of which was spent in a financial and marketing capacity. Prior to Rimrock, Dallas was the VP of Finance at Silver Oak Energy an EnCap backed venture. His career includes participation in many successful ventures such as VP of Finance & Marketing at Athlon Energy an Apollo backed venture focused in the Permian Basin and VP of Finance at Ovation I an Encap backed venture eventually sold to Comstock. Dallas has served as the Senior Gas Supply Rep for Enogex and Controller and VP of Marketing for Hugoton Energy where he was responsible for the SEC reporting, compliance, audit and tax functions. He has a M.B.A. and B.S. in Business-Accounting from Fort Hays State University.
Chris Weatherl serves as Chief Operating Officer of Rimrock Operating/Resource Partners and brings more than 20 years of domestic and international experience in petroleum engineering, asset development, and strategic leadership to the Rimrock team. Chris has a long history of integrated and data-driven problem solving and is passionate about continuous learning, thought diversity, and innovation in the oil and gas industry.
Most recently, he was co-founder and Chief Operating Officer of Rebellion Energy I (SCOOP) & Rebellion Energy II (Powder River Basin) in Tulsa, OK where he seeded the initial investment thesis and drove digital advancement as well as the day-to-day coordination and management of engineering, geoscience, land, and field operations teams. Previously, Chris enjoyed a 15-year career with Apache Corporation in various locations and roles including Reservoir Engineering Manager for Apache’s Central Region in Tulsa, OK where he helped manage Apache’s conventional and unconventional assets in the Mid-Continent area. In addition to his functional role as Reservoir Engineering Manager, Chris concurrently led several key asset teams including the SCOOP Woodford team, where Apache successfully built and consolidated a 50,000-net acre position in under two years. Prior to that Chris was the Reservoir Engineering Manager in Apache’s regional offices in Cairo, Egypt and Buenos Aires, Argentina.
Chris holds a B.S. in Petroleum Engineering from the University of Tulsa an is a longstanding member of the Society of Petroleum Engineers.
Rimrock’s Vice President of Land is Amanda O’Quinn. As a licensed attorney and landman, Amanda brings more than 14 years of legal and land management experience in Texas, Wyoming and Oklahoma.
Currently licensed to practice law in Wyoming and Oklahoma, Amanda began her oil and gas career as a title attorney before transitioning to a landman role. Amanda’s land experience began at Apache Corporation where she managed a ten-rig drilling program in the Tonkawa, Cleveland, Marmaton and Granite Wash plays in the Texas Panhandle.
Her management roles in Oklahoma includes positions at Eagle Energy Exploration (Mississippi Lime and SCOOP) and Rebellion Energy I (SCOOP). Most recently at Rebellion Energy II, Amanda served as Vice President of Land where she assisted in building a 60,000 acre position in the Powder River Basin, along with creating an extensive regulatory framework to initiate Rebellion’s drilling program in 2019 and 2020.
Melissa Goodwin serves as Controller and HR Manager with over 18 years of experience in the oil and gas industry. Prior to joining Rimrock, Melissa was employed with Ceja Corporation, a privately owned oil and gas company in Tulsa, Oklahoma. She was responsible for overseeing various Corporate Accounting, Employee Relations, Environmental, Health and Safety and Risk Management functionalities. Melissa started her career in Joint Interest Billing and Revenue Accounting with companies such as British Petroleum and Newfield Exploration. She has a Masters in Human Relations from the University of Oklahoma and a Bachelors in Finance and Economics from Kansas State University. She is a certified Professional in Human Resources (PHR) and a member of the Accounting and Financial Women’s Alliance and Society of Human Resource Management.
